Add call forward options to User Template

Currently, the ability to configure the forwarding for a user is limited to the voice interface or the User Console.  There are some situations where an administrator may need to setup the call forwarding for many users at once.  An example would be configuring forwarding to physical desk phones for several users, or forwarding to a corporate voice mail system for several users.

If this were included in the User template, it could be used both when creating users, but also to update many users which I think would provide the most usefulness for administrators.
