Currently tiered admins have a specific set of permissions which are intended to give them control over users while minimizing their ability to make changes that could adversely affect call flows, disrupt large numbers of users, etc... It would be useful if Tiered Admins could be created with the option of allowing or denying any of the permissions available to a full admin. For example, a Tiered Admin could be given permission to only modify address book entries (not users or groups), or could be given permission to add/edit/delete groups in addition to users (currenly only changes to users are allowed).
