Administrator can clear" all badges who are currently set to "block all calls""

If a badge user who has been given permissions to "block and accept all calls" is subsequently revoked of these permissions via the admin console (groups permission revoke or clear) calls to the badge are still blocked if they blocked all calls prior.
The only way to have users accept calls again is through the user console.
Can we grant administrators the ability to "clear" all badges or a particular user's profile currently set to "block all calls" via the administration console?
