Add default setting for Site Filter on Admin Console

As a frequent user of Admin Console, it is tedious to go into a user/group search and always have to change the Site filter to "All Sites".  This always defaults to our site "Global", which is used for staff who routinely work between our two different sites. This should be configurable based on the user preferences.  If there's any way to store the last site worked on in Cache that would also be helpful.
