Modify Message when calling a User Offline

Currently, when calling a user that is not logged in and does not have Missed Call Forwarding Set-Up, you will receive an automated message that states "Unable to Connect Your Call." This message needs to state " This user is offline. Please try again later." or have the ability to customize the message per customer.
