Users receive a text message and LED alert of a non-urgent broadcast call log. This notification is redundant when a user has already joined the broadcast and completed the call. Not required to notify user of new message if the broadcast call was successful.

If the user missed the broadcast call, or was not logged in a post message alert makes sense as a notification.
