Send an email alert when VMP http(s) web interface fails

As a Vocera Admin or Application Support Admin, I would like to know when the VMP back-end web interface fails to start/restart due to various reasons (invalid cert applied, s-channel issues/connection failed, etc.)

Currently, the VMP application on the server continues to run but if the web interface is down it does not stop or send any alerts and has very few places in the logs to find any error. This would affect incoming SOAP and other integrations that connect over the web interface, and would send an email alert so that admins would know there was a problem.
