improve call forwarding selection

Problem: As a clinician, I want to know that my forwarding selection is available to cover my calls while I am away, so that I can have confidence my phone answering responsibilities will be covered.

Solution Idea 1

Filter users who can be forwarded to based on their presence state.

Solution Idea 2

Send an automated 'relevant' active acknowledgement request to the forwarding candidate.

Solution Idea 3

Send a warning message to the forwarding requester when their selection is not available.
