Disaster Mode for the database. The ability to quickly amend the system in the event where everyone has new roles, call flow and processes.

When a major incident has been declared, all staff are assigned new roles and responsibility and therefore the database will need updating as quickily as possible. It would be useful if this could be switched to the Disaster database by a command with password.
