For certain badges, I have selected a list of badges that can communicate with a certain badge and have blocked everyone else, including phone calls to Vocera from reaching this badge. Even with these blocks in place, a restricted badge or caller may not be able to call the badge, but they are able to leave a message. I would prefer that if you are restricted from calling a badge (either by badge or phone), you should not be able to leave a message either.
