Ignore New Users in Inactive Report

Feature Request that logic be built into inactive report so it ignores new users who have been added to the system, but have not started working or issued a badge.

    Inclusion of User Account Creation Date on Inactive Users Report would be good to allow Administrators to filter out the recently created accounts.
