Allow pager-type dial string" behavior when calling specific address book entries"

We would like to be able to control to some extent when a dynamic extension is issued, maybe per address-book entry, and the ability to then dump these via DTMF -- basically pager dial strings on regular calls. Something like "Use pager dial strings when calling" on a given address book entry. Another INI-driven means of triggering this would be fine too, though I do think it would need to be on a per-destination basis.
 
For instance, some of our users dial in to an internal, non-Vocera telephone IVR queue. Sometimes there's a wait. Since we already issue DID's as dynamic extensions, we'd like to dump a dynamic extension immediately for the IVR upon calling (without the badge wearer necessarily being aware) so that they can opt for a callback, but also permit them to continue to hold if the matter is urgent. This also preserves accountability at the call center.

We might use this behind the scenes on a number of internal call center queues, where we could program handlers to quietly accept a callback number first thing.

We've experimented with separate "paging" for these queues (if you know ahead of time that a callback is what you want,) but the user base doesn't really take to it.
