We need to be able to identify which users have been assigned a license in VMP.  Today, I can see it in the VMP Admin Console, but I'm not able to run a report on it.  

For budgeting and tracking purposes, we need to be able to meet with leadership and department heads to help them allocate the appropriate resouces.  We do not want to grant our leadership access to the Admin Console.

This is why being able to run a report on this metric is necessary.
