We have certain people that must keep their profile in case of a chrisis but usually always have their profile forwarded to their cell (we don't use the app only badges).  Would be ideal to have a way to exclude them from the inactive user report.  These people are like ER Docs, Managers and higher etc.  I keep them in their respectful departments from a reporting perspective and such.
