Northwestern is requesting a VCS presence status for users who have never logged in to the application.  Currenlty there is no way to know if someone is an existing VCS user who logged out or if they have never logged into the application.  This is critical for northwestern because they are concerned people will send messages that will never be received.  They have a database of 7000 users and want an easy way to differentiate between users who have logged out and those who have never logged in.
