When on our Wi-Fi I noticed when I 'forwarded my calls to my cell phone when unanswered', but had Vocera Connect in DND, I didn't expect the call to forward to my cell phone since I was in DND -  as it defeats the purpose of DND.

I suggest a Vocera Connect app on DND and forwarded to the same cell phone on Wi-Fi not go the the same cell phone by the phone number.
