Ability to Jump Directly to Paging Template via URL/Deep Link

Would like to cut down the number of steps from the UCLA home page to sending a page by eliminating the need to click the plus sign and choosing Paging and instead going straight to the Paging Template via link.

      @Gerard, are you requesting that we allow any user, with no authentication, to be able to initiate a page to anyone within the directory from UCLA's public facing web page? This requires some additional discussion
