Some alerts from the templates should not have the option to complete. For mass alerts that many staff need to receive, if it is completed too soon, it drops in the sort sequence and can easily be missed. We should have the option to not allow completing when building the alerts. It would be better for these alerts to time out instead with a configurable time to live
