Unanswered calls at user level to forward to location set in profile. (Nursing Unit main desk phone)

We do not want clinical calls going unanswered. If a clinical staff has set a nursing unit as a location in their profile, all unanswered calls made to that user will go to the front desk of that nursing unit set in their profile.

This is separate from the user's ability to manually forward calls.

      Calls going in to a unit should always be redirected to forward to the desk phone with no additional configuration.
