Allow for Group" messaging to be turned off for a department"

Not all departments/groups need to have group messaging. At times, it may actually cause risk for private information breach.   The person leaving the message may not realize that it will be shared with everyone in a group and if they are a badge user, it would "annunciate" to all users and potentially cause information to be broadcast.
