It would be more helpful of the last name and first name of the user account showing as the duplicate user ID in the warning was shown.  Often the duplication comes up because a new account is requested but the user account exists already just under a different name (for instance they got married).
In these instances system admins have to track down the existing user profile to investigate if its the same user and the name and other info needs to be adjusted or if some other situation is at play.
