VMP messages from Engage can be sent to escalation DLs

We would like to send VMP messages from Engage to Escalation DLs. This is currently prevented specifically with messages from Engage.

    This is not on the roadmap for VCS but is something we are exploring as an overall enhanced user experience in future apps.
