VMP Alert Inbox TimeStamp: Default to Sent

If the device is not powered on or the messaging application is not running on the client, the alert may be received much later than it was sent.
In Alert Options, Inbox Timestamp, the clinet user would need to change the option from Recieved to Sent.

This request is to default to Sent.
