Can VSTG's have a similar fallback architecture as VCG's.  For example, when a user places a telephony call, the VS first trys to connect their badge with:

1. A VSTG configured for their site
2. A global VSTG
3. Any other available VSTG

This would be helpful for customers that struggle to get multicast over a WAN working
