We can only Import/Export the Address Book.  Changes are manually done.
If someone imports a second version of the Address Book, there are then two entries.  Do it again, there are three entries for each User, which then need to be manually deleted.
If anew site is created, many people need-to be deleted from the Address Book and added as Users.

Bulk Updates to the Address Book would be a tremendous help.
