Users logged in off campus and not on vpn on their VCS app are considered logged out by the Voice server so when the Forwarding.LogoutBlocksForwardToSelf feature is enabled they no longer can forward their calls even though their status is "Logged In" on the VCS.

Northwestern would like it so that staff who are logged in STILL get their phone calls no matter where they are or whether they are on VPN. Meanwhile, staff logged out don't want calls at all.
