Ask: Broadcast across to different facilities in a single broadcast.

Why: During emergency events, sister facilities need to be notified to gear up at once for the incoming influx. This is also useful when there is a remote care team that monitors patients and needs to communicate immediately to all the folks in a unit about an emergent event.

Issue: In order to do this with current arch, we'd need to setup our MPLS to carry IGMP across multiple facilities, which is prohibitively expensive. Also might interfere with local applications across the enterprise if they were built with the intra facility isolation in the network.

Suggestion: If it is possible to unicast from VCG:VCG between sites and then broadcast to the site locally through the VCG as it currently occurs for the VCS enabled devices.
