Emergency access to Dialer, no login

Ability to use any shared iPhone in a nursing unit to bypass login and access only the dialer to make calls. ED requested this feature so that patients can call families without having to log into the app to expose PHI.

      Per discussion:

      This is intended for patient family emergency cases where a phone has been lost. The family would be handed a shared device with no sim where the native dialer will not work.
