Do not deliver VCS messages that have expired to badges

As a VCS sender and a badge user, I would like to have urgent alerts and messages sent from a VCS template to not be sent to badges if the message conversation time has expired, just like it does on VCS clients. Currently, when we send out urgent alerts and badge users are not online, the messages get sent after they expire when the users log in then they are played out. This contributes to user frustration. Vocera release notes for 5.2.3 VMP says the messages will not be delivered if they expire, but this only happens on VCS devices and does not apply to badges.

Here is the text of the feature in 5.2.3 release notes:

Message conversations from templates can now be set to expire or to be delivered to on-campus users only.
When you are creating a message template in the VMP Administrator or creating a message from a template in the VMP Web Console, you can specify the time in minutes after which the message conversation will expire, and you can specify that messages are to be delivered to on-campus users only. This ensures that emergency messages are sent only to people that are available, and that out-of-date emergency messages are not waiting for users when they start a later shift.

    The message flow between VMP and Voice has been improved in VMP 5.4 to ensure messages are kept in sync between the two systems. This change covers expired message user-cases.
