When a user initiates broadcast but doesn't end it, it causes issues for someone else that wants to broadcast to the same group.

Retraining only goes so far, as it is hard to identify who the broadcasting user is in the first place.

We want a feature enhancement, something in the UI on admin console, vcs client, and the badge that not only shows who is the broadcasting user but also allow someone with the right permissions to close the broadcast from the admin console.
